Introduction of Financial Instrument Identifier files to supplement the ReferencePoint Master List
Following on from ASX Market Information Notice 7212, this Notice is being provided to confirm details concerning availability of the above mentioned files and to provide further details of product content and how to subscribe to the new service.
Product Availability and Description
From February 2018, ASX Market Information will be introducing new daily and weekly machine readable files containing information with respect to globally recognised financial instrument identifiers. The information to be made available in these files is detailed further below:
· Classification of Financial Instruments (CFI) Codes in accordance with International Organization for Standardisation (ISO) 10962 Standard.
CFI codes provide more granular details of instrument structure and terms to enable better and more transparent financial instrument classification, and they provide visibility of the characteristics of financial instruments in a global context.
o CFIs will be allocated to existing ASX listed instruments.
o Moving forward, CFIs will be allocated simultaneously alongside the allocation of ISINs.
· Financial Instrument Short Names (FISN) in accordance with International Organization for Standardisation (ISO) 18774 Standard
FISN is a human readable financial identifier code and not intended to be machine readable. It provides a standardised convention for financial instrument short names and descriptions. The 35 character FISN incorporates the issuer short name and abbreviated characteristics of the financial instrument.
· Legal Entity Identifiers (LEIs) - Disclosure of an LEI to ASX by ASX Listed Issuers will be on a voluntary basis. It is only where the values are provided by relevant Issuers, that they be disseminated in the ASX files.
The names of the new files are as follows:
· Weekly Full List - available on the last business day of the week.
· Daily Changes (Delta File) – available every business day and will contain only those instrument changes relevant for that business day.
A breakdown of the contents of the new files was provided in the Implementation Brief document attached to ASX Market Information Notice 7217. A Specification Manual and details of availability of test files will be advised in a subsequent ASX Market Information Notice.
Access and Licensing
These new files will be available to ReferencePoint Master List customers that would like this service, via subscription as a Master List add-on service.
An additional fee will be payable to access and use these files for those that wish to subscribe to them. A number of different price points are available, and consistent with the current ReferencePoint licensing framework, these are available in respect of a number of different usage types. Further details of these price points are available in the updated ASX Information Services Schedule of Fees.
Customers looking to evaluate the new files may sign up to a free, one month, no obligation trial. To add the new files to their subscriptions, customers will need to have signed an updated ReferencePoint order form. Customers should email the ASX Information and Technical Services team at InfoandTechServices@asx.com.au to request a free trial, a price quote or an updated ReferencePoint order form.
